After repeatedly declining the 8.1 install, I'm now receiving prompts to restart my computer, or select 1, 2, or 4 hour wait before restarting, to complete the installation. The tech said I could do a factory reset back to 7 then update to 8 then 8.1. Creating your account only takes a few minutes. Microsoft did not overlook this, and prepared a third generation of OEM activation.Windows 8, 8.1, 8.1u1: SLIC 3.0.
